Executive Summary

Four Sahelian utilities shared an ambition for solar generation but lacked, individually, the scale to attract competitive commercial financing. TBH Holdings structured a single platform vehicle aggregating four sites under one financing structure.

The platform model reduced transaction costs per site by roughly a third and allowed concessional first-loss capital from two development finance institutions to unlock commercial debt participation that would not otherwise have engaged at single-site scale.

Outcome

Financial close was reached on all four sites within a single structuring window, with commercial lenders participating for the first time in three of the four host markets.

Two sites are in commercial operation; the remaining two are on schedule for 2025 commissioning under continued TBH oversight of construction milestones.
